Rabbi Shapiro doesn't believe in God, as he is described declaring in the first part of the article.  Then in his words quoted at the end, he says that when he meets God in heaven, he doesn't want to be ashamed that the Jewish people have failed to live up to the promise God gave them, the promise, that is, as Shapiro defines it--an excuse for being soft and stupid.  He is just using God as a sentimental prop to support his inclination toward dhimmitude.  How shameless.
