The article says that at the General Assembly, an "overture... (which... failed) called for the church to "lift up" or endorse the Kairos Document, a polemic written by Palestinian Christians that has been condemned... as "supersessionist"
The article links to the Assembly's proposal, which mentions that instead of passing the motion it was joined to motion 14-08. These kinds of online, database documents are sometimes hard to understand, ie. instead of just saying what happened, it points to some other document that passed. Not that legislative databases are all that easy either.
