Their obsession is with 'compliance'; they frequently outsource the important purpose of a council (street cleaning, maintenance, care of the elderly, gravedigging, lavatory attendant) but have well paid posts at the town hall (if you fit the criteria) for 'compliance officers'. It's Byzantine, dealing with them.
