Barney Frank, a former Democratic representative from Massachusetts who is openly gay, has for decades been an outspoken advocate for gay rights. But in an interview Monday about the massacre in Orlando, Fla., Mr. Frank — who married his husband in 2012 and retired in January 2013 — expressed deeper concern about an “Islamic element” to terrorism than about any rising tide of hatred against gay people.

Mr. Frank’s bottom line: “It’s an attack against gay people but it does not reflect a general deterioration of our standing in America. It reflects the virulence of the hatred in this sector of Islam.”
