I believe Christopher Wray coordinated the whole thing with Nancy Pelosi in order to stop Trump from being able to run again – that was the point of impeachment #2, if you remember. That is why they are flogging the “insurrection” story for all it’s worth. They are desperate to hold onto power and to destroy Donald Trump who threatens their power.
