Will it be ghoulishly or gaulishly divisa in partes tres, just as Iraq is likely to become yet again, more or less, those three Ottoman vilayets out of which modern Iraq was constructed?  Or just a land of warring cities (in this corner Tripoli, and in that Benghazi, or if you prefer, in this corner Misrata and in that corner Zintan), and warring movements (General Hafter’s loyalists, Al-Nusra, the Islamic State, unreconstructed Qaddafyites, members of the Ikhwan, and so on), and warring warlords, which is not quite accurately described, and not quite to be so easily dismissed, as a “failed state.”
