He was born in Uzbekistan apparently. From NJ.com
The man taken into custody by the New York Police Department after Tuesday’s terror attack that killed at least eight is 29-year-old Sayfullo Saipov of Tampa, Florida, according to an ABC News report.
Saipov is an Uzbek national and came to the U.S. in 2010, NBC News reported.
Videos posted online show Saipov dodging cars in lower Manhattan, horns beeping in the background. ABC interviewed a witness who said he saw Saipov run toward a group of children. Police have said the objects Saipov was holding were imitation firearms.
CBS and the Mirror have some photographs. Above, a passport style photograph, a CBS exclusive, of Sayfullo Habibullaevic Saipov. Below is is believed to be of the arrest
The White House says President Donald Trump has been briefed on the incident. Mr. Trump tweeted his first public response: “We must not allow ISIS to return, or enter, our country after defeating them in the Middle East and elsewhere. Enough!”

Time to put Uzbekistan on the BAN list.
Time indeed for everybody to tweet the POTUS. First, with the simple statement, “Got Muslims? (from anywhere) – GOT JIHAD”. Then – “Ban ALL Muslims from entering USA”. “No. more. Muslims!”
It is not impossible. On the grounds of the precautionary principle: let all who hold passports from any Muslim-majority OIC country be henceforward permanently barred from entering the USA for any purpose whatsoever. Let diplomacy be conducted strictly at arms’ length: given the ways in which Muslims associated with Muslim embassies in non-Muslim countries have frequently behaved – very badly – the advisability of extreme caution even toward diplomatic envoys should become apparent with a little sober reflection. There should be humanitarian exception made ONLY – quietly and carefully – for persons who can be shown by thorough checking to be bona fide members of the persecuted and imperilled – indeed, threatened-by-genocide – indigenous non-Islamic minorities of said OIC countries – e.g. Copts from Egypt, Maronites from Lebanon, Christians from Iraq or Syria, Christians from Pakistan. The related emigre communities could be enlisted to assist with verification of identities of such persons. For example, I would assume that the Coptic emigre community already within the west are perfectly capable of checking up on anybody claiming to be a fellow Copt; ditto, Armenians, Assyrians, Yazidis, Mandaeans, etc.
