Not A "Cultural" But A Muslim Practice

Muslim apologists immediately suggest that female genital mutilation, or clitoridectomy, or whatever you wish to call this unkindest cut of all, has “nothing to do with Islam” but is a “cultural practice” that happens to be found in some Muslim countries. Why, then, one wonders, is that “cultural practice” to be found in Thailand only in the Muslim south, among the Muslims alone? And why, in neighboring Malaysia, did  a Muslim-dominated government pass a law requiring the practice?
