In the first clip, he is standing at The Hague, in front of the World Court, where he praises the “freedom” that Muslims have in Europe to spread Islam all over the place, and he compares that to the Muslim lands where despots (Bourguiba in the old days, Al-Sisi now) don’t allow Muslims, that is the True Believers, to do what they want. 

In the second clip, he is speaking at a mosque in Tunisia, showing he has no interest in “freedom” unless it furthers the interests of Sunni Muslims. He denounces the Shi’a, says that true Muslims must watch their every move, must prevent their family members (wives and children — the domestic chattel) from inadvertently coming across Shi’a propaganda, must stamp out the presence of those “Rafidites” (the usual derogatory term used by Sunnis for Shi’a).

So the “freedom” to spread Sunni Islam is welcome, and nothing should be done to alert Europeans that that kind of Da;wa and demographic conquest is dangerous for them — which is what the hotheads he, Bachir Ben Hasen, are likely to do, and so must stop lest Europeans wake up. But the “freedom” even to discuss Shi’a Islam — that’s an outrage, that must be stopped. 

There’s no contradiction for Bechir Ben Hasen. Whatever the True Islam requires, whatever furthers it, is to be encouraged and praised. Only non-Muslims would see a contradiction between the two clips.
