Mr. President, Excellencies, Members of this Assembly,
For more than seventy-five years, the State of Israel has endured an endless cycle of condemnation, censure, and delegitimisation in this very chamber. We are told, uniquely among the nations of the world, that our people’s return to their ancestral homeland is conditional, temporary, reversible — that Jewish sovereignty must always be on probation.
Today, Israel says clearly: this charade ends now.

1. Annexation and Permanence
Israel hereby affirms its permanent and sovereign claim to Judea, Samaria, the Golan Heights, and Gaza — territories liberated in defensive wars, under existential threat, in full conformity with the principles of justice and historical precedent.
No nation in history has been asked to relinquish lands won in self-defence.
Germany lost East Prussia in 1945; Italy lost South Tyrol in 1919; countless others accepted as final.
Yet Israel alone is told that victory in a defensive war must lead to endless illegitimacy.
From today, these territories are not “occupied” — they are integral parts of the sovereign State of Israel.

2. Equal Rights for All Residents
No one will be expelled. Arab residents of these lands may remain as permanent residents. Those who accept the sovereignty of the Jewish state may apply for Israeli citizenship, with full civil rights and responsibilities.
This is not “apartheid.” This is coexistence under one democratic flag.

3. The Question of Palestine
If the world truly desires a State of Palestine, let it be created — but not at the expense of Israel’s existence.
Perhaps Spain, which once expelled its Jews in the Inquisition, will donate Majorca, or better yet Al-Andalus — lands once ruled by Muslims and later reconquered. Surely it is not too much to ask that Spain, so zealous in demanding Palestinian sovereignty, set the example with its own soil.
If not Spain, then another generous patron: let China carve a Palestine in Tibet, let Turkey grant one in Anatolia, let Russia create one in Siberia.
6. Conclusion
Israel will no longer bow to the double standards of this Assembly.
We will not apologise for existing.
We will not retreat from our history.
We will not be the world’s scapegoat.If there is to be a Palestine, let it be elsewhere.
Here, in the land of Israel, there is already a state — the State of Israel — permanent, indivisible, and free.—

Jerusalem —
The Government of Israel announces today the permanent annexation of Judea, Samaria, the Golan Heights, and Gaza into the sovereign territory of the State of Israel.No resident will be expelled. Arab residents may remain with full civil rights, and those who accept Israeli sovereignty may apply for citizenship.
If the world insists there must be a “State of Palestine,” let it be created elsewhere. Spain, which expelled its Jews in the Inquisition, may offer Majorca or Al-Andalus. Others are free to do the same. But Israel’s homeland is not up for partition.
The Government of Israel also expresses solidarity with all peoples who aspire to self-determination and independence, including:
Tibet,
Scotland,
Catalonia,
Kurdistan,
and urges the international community to uphold these principles universally.
The United Nations tolerates Turkey in Cyprus, China in Tibet, and Russia in Crimea. Only Israel is denied the right to secure borders and peace. This is prejudice disguised as diplomacy.
Israel will no longer apologise for its existence. Here, in the land of Israel, there is already a state — the State of Israel — permanent, indivisible, and free.
