Policy is a worldview, a kind of wishful thinking. Intelligence is the real world, a wilderness of untidy facts that may or may not influence policy. The policymaker thinks he knows the answer. The intelligence officer and national security analyst have the much tougher tasks of confirming or changing minds.  more>>>
